Responsibilities & Services

Resonsibilities and services of the Local Disaster and Emergency Services (DES) Coordinator (normally contacted through dispatch).

    1. Local Coordinators:
         a.  Prepare local emergency/disaster declaration for local chief          executive.
         b.  Can obtain any type of local resource.
         c.  Can obtain state and federal assistance.
         d.  Keep local elected officials informed.
         e.  Keep state and federal government informed.
         f.  Act as liaison between IC and other agencies.
         g.  Facilitate mutual aid.
         h.  Establish and manage Emergency Operations Center.
         i.  Other (arrange for sheltering of evacuees, work on recovery issures, etc.)

    2. Process to obtain help:
         a.  contact local DES Coordinator.
         b.  If unable to contact local coordinator, call State Disaster and Emergency Services at (406) 841-3911 (24 hours a day) and ask for the DES Duty Officer.

Montana Disaster and Emergency Services Division (DES) Initial Response Assistance at request of Local Incident Commander or DES Coordinator in accordance with Local Emergency Operations Plan.
(At no cost to the local jurisdiction)

    1. DES Advisor (Agency Representative) - knowledgeable about:
         i.  Local emergency/disaster declaration process.
         ii. Two-mill emergency levy.
         iii.  State emergency/disaster declaration process.
         iv. Presidential declaration process.
         v.  Effects/expectations of declarations.
         vi. Perform ICS agency representative duties.

    2. Incident Command System (ICS) Advisor:
         i.  Experience at complex incidents
         ii. Duties:
             1. Advise/coach on command structure and organizations.
             2. Advise/coach on logistical needs.
             3. Advise/coach on planning and documentation needs.
             4. Advise/coach on financial documetation.

    3. Technical Expert.
         i.  An experienced operational expert for the type of incident the community is reponding to.

    4.   Process to obtain help: Contact local DES Coordinator (normally through local dispatch). If unable to contact, call State Disaster and Emergency Services at (406) 841-3911 (24  hours a day) and ask for the DES Duty Officer.
