To inform, educate and empower by increasing interactions with newly acquired partners we must not only maintain old relationships, but constantly create new ones. For this to be done both sides must examine a cost/benefit ratio for the relationship and work towards fostering stronger relations. This requires an open line of communication between both parties. Doing so will meet the essential service requirement and establish competency in the core function of policy development.
