IN COUNTY
A library card from the Richland CountyPublic Library is available free to any resident of Richland County. Accounts are issued for 3 years. The patron database is purged of non- users every three years. An individual who does not live in the county but who owns property within the county's boundaries must show a current real estate tax receipt.

OUT OF COUNTY
Persons living outside of Richland County are assessed a yearly family fee, $10.00 per person or couple and $15.00 for a family. The yearly fee is established by the Library Board. Cards are issued for a period of one year.

IDENTIFICATION
Adult (age 18+) A patron that is 18 or older will need to have a picture ID, such as a drivers license and a verification of your CURRENT address such as a utility bill, printed check, property tax receipt, or voter registration)
Student (ages 12-18) A student must have their parents or legal guardians signature and their own signature. The parent/guardian must have a picture ID, and verification of a current address.
Child (ages 0-11) A child must have their parents or legal guardians signature on their card. The parent/guardian will need to have a picture ID, and verification of current address.

TEMPORARY RESIDENT
A person who applies for a library card and does not meet our ID requirements or is a temporary resident with transient or temporary address the following conditions will apply:

   1. The patron must fill out a regular application form providing a temporary and a permanent address.
   2. A staff member will phone to verify the patrons temporary residence (manager, employer, etc.)
   3. Persons that are Richland county residents for less than 30 days will be limited to the number of items they can checked-out.
   4. All materials must be returned before any further materials may be checked out.
   5. For a family - one account will be issued and only one item per family member may be checked out.
   6. A temporary patron cannot check out AV. materials.
   7. Interlibrary loans will be limited to copied items only and the postage must be prepaid.
