Tarmac Delay Contingency Plan 2017

Sidney-Richland Regional Airport Emergency Contingency Plan

Sidney-Richland Regional Airport has prepared this Emergency Contingency Plan pursuant to §42301 of the FAA Modernization and Reform Act of 2012. Questions regarding this plan can be emailed to Ryan Huotari . Sidney-Richland Regional Airport (SDY) is filing this plan with the Department of Transportation because (1) it is a commercial airport or (2) this airport may be used by an air carrier described in USC 42301(a)(1) for diversions.

This plan describes how, following excessive tarmac delays and to the extent practicable, Sidney-Richland Regional Airport will:
  • Provide for the deplanement of passengers;
  • Provide for the sharing of facilities and make gates available at the airport; and
  • Provide a sterile area following excessive tarmac delays for passengers who have not yet cleared United States Customs & Border Protection (CBP).

Sidney-Richland Regional Airport has facility constraints that limit our ability to accommodate diverted flights or maintain the airport's safe operation and strongly encourages aircraft operators to contact the airport at (406)433-2415 or (406) 480-1820 for prior coordination of diverted flights, except in the case of a declared in-flight emergency. Specific facility constraints include the following:
  • The Sidney-Richland Regional Airport is not staffed full time; please call to ensure airport personnel will be available.
  • The Sidney-Richland Regional Airport lacks international passenger processing facilities.

We have noted these constraints in Sidney-Richland Regional Airport, Airport/Facility Directory record. During diversion events Sidney-Richland Regional Airport issues NOTAMs regarding its ability to accommodate diverted flights to ensure the safe and efficient operation of the airport and its ability to serve the civil aviation needs of the public during irregular operations events.

Plan to Provide for the Deplanement of Passengers Following Excessive Tarmac Delays

Sidney-Richland Regional Airport does not own or operate any of the equipment needed to safely deplane passengers from air carrier aircraft and is, therefore, unable on its own to provide for the deplanement of passengers. Additionally airport personnel are not trained to assist in the deplanement of passengers using equipment owned or operated by air carriers or contract service providers. However, we have requested Cape Air to provide us with a list of the equipment and resources they have for deplaning passengers and contact information. We will include this inventory and contact information with this plan as soon as they provide it to us.

Plan to Provide for the Sharing of Facilities and Make Gates Available in an Emergency

The gate at Sidney-Richland Regional is under exclusive lease to Cape Air and is not controlled by the airport during those time periods when the tenant airline is using or scheduled to use the gate. We are unable to direct a tenant airline to accommodate another air carrier aircraft at its exclusively leased gate during those time periods when the gate is in use or scheduled to be in use. We will direct Cape Air to make the gate and other facilities available to an air carrier seeking to deplane at this exclusively-leased gate during those time periods the gate is not in use or not scheduled to be in use, to the maximum extent practicable.

Plan to Provide a Sterile Area for Passengers Who Have Not Cleared United States Customs and Border Protection

The Sidney-Richland Regional Airport does not have nor does it expect to have international flights. In the event an international flight is diverted to land at Sidney-Richland Regional Airport, Customs and Border Protection (CBP) will respond typically from a Port of Entry, which is located approximately 100 miles to the north of the airport and is staffed 24 hours, or from another location depending on the circumstance.

In the event of an international diversion, the Sidney-Richland Regional Airport will contact the Customs and Border Protection Sweetgrass Command Center at 406-335-9628. The Sidney Richland Regional Airport will provide the following flight information:
  1. Aircraft type and tail number
  2. Passenger and crew count,
  3. Flight origin,
  4. Original destination,
  5. A contact for the Point of Contact (POC) who is handling the flight. (Flights into and over the U.S. are required to have an electronic manifest on file (APIS) that Customs and Border Protection should be able to access once they have the flight information).

Customs and Border Protection will typically be able to respond to an event within 1 to 2 hours and ask all passengers remain on board until CBP arrives unless directed otherwise by CBP.
Safety comes first and in the event passengers need to be deplaned the Sidney-Richland Regional Airport will maintain passengers in a sterile location and if possible kept together in one location. In the event someone has been transported to a medical facility, Customs and Border Protection will be notified with that information as soon as possible.

Sidney-Richland Regional Airport will provide public access to its emergency contingency plan through the following means:
  • Posting signs in conspicuous locations in the terminals.
